
All residents of Judith’s Fancy should access the owner’s portal to receive important updates and information. Inside the owner’s portal area, residents will have access, via mobile or web applications, to a more detailed documents library, events calendar, discussion forums, an online store, and online payments. To recieve your registration code, first email admin@judithsfancy.org
After you receive your initial code from the administrative assistant, you may register with the owner’s portal: Start Registration Note: Your unit number is your plot number. In the portal, each plot must have at least three digits, so, for example, if you own Plot 24, your unit is 024.
The Estates of Judith’s Fancy Owners’ Association, Inc. is a self-managed community, governed by a volunteer Board of Directors that is comprised of nine volunteer Judith’s Fancy property owners. Directors serve staggered three-year terms and are elected by owners in accordance with the association’s By-Laws. The Board of Directors typically meets on a monthly basis and an annual Meeting of Members is held every year on the third Wednesday in February.

Gate Entry
Residents
Residents may purchase a vehicle decal sticker for access through the automatic gate; details are inside the owner’s portal. Once you are logged into the owner’s portal, go to the Store tab.
Non-Residents
All Non-Resident guests and contractors must show a government-issued photo ID to the security staff at the gate entrance. They also need the Resident’s permission to enter the neighborhood for the visit.
- Permitted entry hours for construction and construction material deliveries:
- 7 AM to 5 PM
- Monday – Saturday (No Sundays or Holidays)
- Contractors are permitted daily entry; no construction noise is permitted after 5 PM
- Prohibited from entering:
- Non-resident dogs; no horses or farm animals
- No unlicensed vehicles, leaking vehicles, loud nuisance vehicles

Beach Access and Walking

All non-resident guests accessing the beach or exercising on the roads must show a government-issued photo ID to the security staff at the gate entrance to be logged on file. They may enter on foot and park outside the gate. (Judith’s Fancy has no designated parking areas for beach goers and it is not acceptable to park on a resident’s lawn or to block roads to access the beach.) The beach, referred to as Judith’s Fancy beach, is usually rough and not appropriate for swimming or boating. Anyone wishing to use this beach for these purposes is doing so at their own risk.
Judith’s Fancy Owner’s Association reserves the right to deny access to any commercial or non-commercial enterprise wishing to enter Judith’s Fancy who it deems to be a nuisance, threat or with interests detrimental to the well-being of its residents.
Vehicle Access
Vehicle Decals are available for residents (owners and renters) of Judith’s Fancy to allow for automatic entry through the gate at the neighborhood’s entrance and the vehicle decal will be deactivated if annual assessments become delinquent.
Security
A security guard is on duty at the guard house at the entrance gate 24/7. You may contact the guard gate by calling 340-718-8866. Guards are not authorized to accept deliveries on behalf of residents.
Buying, Renting and Selling
Buying
New residents, please send your contact information via the Contact Page. The Owner’s Association will verify your purchase and answer any questions during the buying process.
Assessment fees are billed annually in January and used to fund Judith’s Fancy private roads, the 24/7 guard service provided at the entrance gate, cutting of roadside grass and a variety of administrative and technical services related to compliance with the Covenants and By-laws and community enhancement.
All plots shall be assessed an annual assessment at the beginning of the fiscal year as follows:
- $950 unimproved lot
- $1300 single-unit dwelling
- $2000 two-unit dwelling
Renting
An owner may rent out two dwelling units per lot. No subletting of rooms or other living quarters is permitted. The owner is responsible for notifying the HOA of the names of those tenants residing on their property, officially notifying any tenant (short or long term) of the provisions of the Covenants & Restrictions and By-Laws, and is additionally responsible for the conduct of all tenants and guests. Selling
When a property sells, all Judith’s Fancy Owners Association assessments must be paid in full at which point the HOA will provide a Status Letter as it is a requirement for the closing. Once the transaction has closed and title is transferred, the Seller, or Seller’s Representative, must notify the Owners Associaton of the new owner’s information in order to update contact information. Utilities and Mail
Trash
Owners are responsible for garbage disposal for their property. The dumping of any house or garden trash or garbage anywhere within the Estates of Judith’s Fancy is forbidden. Find more details on garbage services in the member portal.
Power
The Estates of Judith’s Fancy is on Water And Power Authority (WAPA) feeder number 6-A.

USPS does not deliver mail directly to individual plots in Judith’s Fancy. Owners and renters may lease a postal mailbox at the Judith’s Fancy front gate via the owner’s portal. Once logged into the portal, go to the Store tab.
FedEx and UPS may deliver directly to plots in Judith’s Fancy.
Construction
In an effort to maintain safety and aesthetic standards for the community, Owners are bound by the specifications set forth in the Covenants & Restrictions (Section III: Buildings and Structures); and the process is managed by the Construction Committee. It is the Owner’s responsibility to acquire the proper Virgin Island permits. Details are inside the owner’s portal.
The following conditions shall be considered to determine the need to notify the Judith’s Fancy Owners Association:
- New structures, such as a house, guest house, garage, generator pad or building, pool, or deck
- Any remodeling or updates to current structures that change the footprint or exterior lines (and height) or increase the number of kitchens per dwelling structure
- Major earth change initiatives (e.g., building and placing a septic tank)
- Fences and walls on boundary lines must be approved to ensure they do not obstruct views, are safe, and are aesthetically appropriate
- Front yard fences or fences along community roads are NOT allowed and will not be approved
- Repairs to storm damage that do not change the footprint, exterior lines or number of kitchens per dwelling structure are not required to go through the Construction Committee
A brief consultation with a Construction Committee member is always encouraged because it will quickly resolve any questions and maintain clear communication for safety and ease of access.
